No other state, he added, makes it a state crime not to carry an alien registration card or other immigration document, though federal law requires legal immigrants to do so.
Суть, как я понимаю в том, даже если не таскать гринкарту -- федеральное преступление, то местной полиции все равно это пох и бегать с этим должен только какой-то IRS или как его там
Но я что-то совмневаюсь, потому что именно саму гринкарту дают фиг знает когда и до физического получения ее заменяет штамп в паспорте
Википедия говорит:

This means that the permanent resident must have a currently valid card on the person at all times and be able to show it to a USCIS officer, if requested. Though aliens with permanent resident status are required to carry these identification cards, American citizens are not required to carry any citizenship identification (because no crime is being committed if you do not carry identification). After that, officials from the United States Department of State began occasionally asking people if they were U.S. citizens or not, and in the latter case began enforcing the legal requirement that the person be able to immediately present their Permanent Resident Card or other proof of legal status.

но не следует от этого ровно нихуя (в том числе и потому, что права-то я всегда с собой ношу)
формально получается, что аризонское законодательство будет строже российского в этом месте
